Hello everyone! Now that the remaining skill capes have been completed and added to the Skillcape Vendor, we'd like to move forward with phase two of this process. We would now askfor any and all input regarding what the skill cape "perks" should be.
An example of this: The "Prayer Cape", when equipped, adds an additional 10 prayer points to your point total.
Please keep this thread clean and free of spam. As always, your input is valued here. You guys will be the ones using these capes, so we'd like for the perks to be something that most can agree upon. Thanks!
Here's a compiled list of suggestions Zack has sent to us!
Attack: 15% boost - PVM only Defense: 15% boost - PVM only Strength: 15% boost - PVM only Hits: 3x faster regeneration rate - Not during duels or PVP Ranged: 15% chance to shoot 2 arrows at once with skillcape equipped - PVM Only Prayer: 10-20% chance on each tick of prayer that the gods will prevent it from draining - PVM Only Magic: Takes place of elemental runes - NON-PVP Cooking: Cook food twice as fast Woodcut: 25% chance extra log Fletching: 25% chance for 2 bows/double arrow shafts (2 bows out of 1 flax too) Fishing: 25% chance to get 2 at once /faster batching Firemaking: Makes fires last 2x as long Crafting: 15-20% chance to cut 2 gems out of the uncut stone Smithing: Never fail smelting iron ore, smelting runite takes 2 less coal per bar Mining: 25% chance to get 2 at once Herblaw: Chance to make 2 potions from 1 vial Agility: Never become fatigued / 100% success rate Thieving: 15-20% chance to steal twice as much while pickpocketing and stealing from stalls Runecrafting: 10% More runes crafted

That is a killer list, indeed! Thank you to Zack for sharing and to you, Sil, for posting. Keep the suggestions coming everyone!
zack's list is definitely op. Here's something to think of.
Attack capes should let you wield two one handers at once, defense capes should let you wield two shields at once, strength cape should let you wield two r2h's at once, hit point cape allows you to consume two pieces of food at once, ranged suggestion op, but would love to see two cannons operated at once prayer cape should allow you to replenish prayer ticks or grant twice the effect of prayers. magic suggestion op, i would say cape would allow spells to be cast for half the rune costs. cooking cape should provide an exclusive recipe for bombass curry. woodcut cape should allow you to stack logs. Fuck yeah. fletching capes should account for darts too. maybe a chance of getting a feather back when making either. fishing capes should allow you to fish anything anywhere firemaking capes should allow you to light logs by casting fire spells on them (long range firemaking) crafting capes should allow you to craft items in their note form. smithing capes should allow the smithing of noted items. mining capes should allow you to stack ore mined herblaw capes should allow you to stack herbs agility cape should allow hitpoint recovery whenever you successfully excercise the skill thieving cape gives a chance of pickpocketing a scythe runecraft cape should just look really neat.
Guess the main ideas are about the benefits of continuing to skill when you already maxed it out. Pretty glad, feedback is being encouraged.
Enjoy the silence.
ps. if there was an ultimate cape, i believe the most useful ability would be to store items in inventory as notes.
of course, suggestions about being able to note is some sort of taboo around here.

I agree with Zack's compiled suggestions with the following modifications, some negligible, some considerable. They are as follows:
The Thieving Cape ought to have a better perk than a mere 15-20% chance to double drops. This chance combined with the already slim chance at rare drops will make for fewer additional rare drops and more more common ones. It deserves something better; maybe 50/50 chance for double drops.
Same goes for Crafting, gemcutting is but a facet (hah) of crafting, so a 15-20% chance ultimately doesn't amount to much, especially when compared to the melee capes' at-all-times 15% boosts or Runecrafting's 10% increase. I think a 50/50 chance here would be appropriate.
The Firemaking Cape, were it to affect fire time, ought to increase it by a few times. The Hit Cape triples regeneration for example; why not triple fire time?
The Smithing Cape ought to cut in half the coal needed to smelt all bars. 100% iron success rate isn't that interesting at 99, and if we're already decreasing for rune, why not throw a bone with the even lower ore?
That's about it! I personally don't agree with Kusurikane's suggestions regarding notes and double wielding. That all seems too game-changing, but I do think their recommendation for the Prayer Cape sounds good. Prayer replenishment and increased effects would be nice, but I'm not sure where the numbers should fall on that. Anyway, hope y'all can find some use from the feedback. I personally can't wait to see what happens!
Goiing to make a few modifications along with my reason for why on a few.
Attack: 10% boost - PVM only Defense: 10% boost - PVM only (lowered these three as it will make massive changes to combat at 15% IMO) Strength: 10% boost - PVM only Hits: 3x faster regeneration rate - Not during duels or PVP Ranged: 15% chance to shoot 2 arrows at once with skillcape equipped - PVM Only Prayer: 10-20% chance on each tick of prayer that the gods will prevent it from draining - PVM Only Magic: +20 to magic (removing use for elemental runes could further hurt rune resell economy. Already lowered by high drop rates and runecraft) Cooking: Cook food twice as fast Woodcut: 25% chance extra log Fletching: 25% chance for 2 bows/double arrow shafts (2 bows out of 1 flax too) Fishing: Chance for catching noted fish, allowing you to get more per trip/faster batching Firemaking: Makes fires last 3x as long (hurts nothing to have this a little higher) Crafting: 15-20% chance to cut 2 gems out of the uncut stone Smithing: Never fail smelting iron ore, smelting runite takes 2 less coal per bar Mining: 15% chance to get 2 at once (lowered to prevent a flooding of ore and dropping price) Herblaw: 15% Chance to make 2 potions from 1 vial Agility: Never become fatigued / 100% success rate Thieving: 15-20% chance to steal twice as much while pickpocketing and stealing from stalls Runecrafting: 10% More runes crafted

I've also noticed nobody has put any perk towards the max cape. Anyone think that should get something? Or maybe just give it every perk? Or maybe that's a bit too OP. Lol.
I think these perks sound quite a bit over the top and overpowered, personally.
I think a simple "operate" right click feature added that offered +3 temporary levels to the corresponding stat/skill that slowly drained back to normal, with a 30 minute cooldown would be perfectly awesome, similar to jagex's conception of skill cape functions.
Allowing this operate boost to stack with / on top of potion bonuses would be really sweet ..
Just an idea.
I think this is a good way of keeping things reasonably classic and not getting all crazy with 15% bonuses ontop of a maxed skill, etc.
