To talk in the chat, as mentioned above you type ::g in the chat bar followed by your message.

As for runecrafting, you have to complete the quest Rune Mystery to access the mines and the altars.

To start the quest, Speak to the Duke of Lumbridge that can be found on the second floor of Lumbridge Castle.

Once you have completed the quest, you can start mining the essence that will be converted to Runes by going to the desired altar.

First one being the air altar which can be found south west of Falador by the road leading to Port sarim.

*To mine the essences, you have to talk to one of the 3 NPC that will teleport you to the mine.

First one is located in the basement of the Wizard tower found south of Draynor.

The second one is the mage selling runes located south of the Eastern bank in Varrock.

The third one is the mage guarding the mage tower found in Yanille.
