I am 97 fishing but usually fail around 9-10 times out of 15 when trying to fish swordies.. thats not normal I believe... and thing is.. its constantly like that.
Are you talking bout the swordfish only spot? If yes, i know the rate is a little harder since it's a swordfish only spot. I will ask the dev to review the rates as it seems you are failing lot for level 97.
