Under the forum, you go to the button that says "Character Management" once you're logged in on the forums. Once on that page, there will be a button taht says "Create a new character" You make a character name and password. You load up the RSCE Launcher. You click the button on the client to log in and user your new username/password. You create your character upon log in and then enter the world.
