Do the math, you still had to be 90 rc to make souls. Take his total xp and you can see its not even remotely possible to make 220m on soul runes with 13m experience. The bug was that you could use any talisman on any ruin and go to the rune crafting altar of the talisman you were holding. This is why air altar was used. You could easily make whatever rune you wanted by using that talisman on the air ruins and end up at the altar of the talisman you were holding, teleport to falador, repeat. The bug was actually discovered by watching Drax's YouTube promo vid for rsce. I don't feel like I should have to defend anyone but this shit is getting ridiculous. Yes it was early on, yes he's still 99. Did it upset the economy? Probably not, 1 guy making soul runes is penny's in the bucket compared to the massive amount of auto thieving. Do I think he should still be 99 rc? No. Other than that, it's old news.

Can't alch with 100% fatigue?
Nice attempt to defend your friend exploiting a bug.

Not defending anyone, and I have never even talked to war machine in game. Here's the math on 220m cash stack from alching soul runes... You're right you can do both with 100 percent fatigue so ill take that into consideration. 220m is 146,666 soul that's calculating it as pure profit, not taking into consideration the cost of nats and essence. So if we said 200 ea on nats and even 100 on ess, you would have to alch even more souls to make 220m. So let's say he had 146k nats and ess to make it easy (I'm laughing). I think you said it in another post you can do 1k alchs an hour, so 146 hours of aching souls... Then you can make 25 souls per trip, that's 5,866 trips to the air altar exploiting the bug, let's say 1 minute per trip to make it easy, so another 98 hours of making the runes. It would be easy to look into the time he got 90 until the time the bug was fixed to see if this was even possible (the runecrafting part). Edit: I realize he could have made the runes and waited until after the bug was fixed to alch them, but I still don't think its possible. Correct me if I'm wrong but there is no way a 220m cash stack was acquired doing this in that amount of time. Not saying it was right, but accusing without proof is shitty too.
