Well... We have all had our own opinions and I think this is for the best of us all, the poll really isn't that specific to all and I'm gonna help out a little.

For me its pretty much the same what is transfered and what not. But if I look at the big picture then some Stat Transfers at least are needed for sure!
All my best chars are on v2, I have 2 flats and some 61s on Unity for transfer but all in all I am ready for another fresh start, hopefully the last one for a long time.
I can’t see why transfers won’t be issued. The stats are inhevitable and would reward those who stuck by pyru. Starting fresh just wastes time. When some want to stake and pk. If no transfers take place then the users from unity should be given a rare or something they deem suitable for their experience on emu. The loyal and most proactive on unity won’t be happy without any skilling stats IMHO.
-All server transfer (Unity, Emu v1, Emu v2, RSCL) transfer characters would be cool to have fresh accounts to start with since weve all trained characters 6000000 times.......get into pkin farmin quick have fishing lvls already to get food stocks....
ABSOLUTELY no items. We're adults, so we care about time invested. We can do a fresh start with a VERY temporary high EXP rate period, or transfers of characters with docked prayer exp, magic exp, range exp.
Also, no skill stats should carry over. I say this because pkers CARRY a server. You want to skill and make money? Without pkers, you're not selling rune, ammies, food, bows, pots, or anything else. Sure, stakers will buy super potions, but if you want this server ultimately to end up as a population of 15 with 8 stakers and some AFKers, we've seen that before. Incentivize the pkers of all levels. Allow transfers of all characters with fighting stats.
There are NO negative side effects, unless you have a majority of pkers voting for a fresh start, committing to re training.

You, the 85+ fletcher, 85+ woodcutter CAN high alch stuff. Have fun high alching your amulets, swordfish, sharks, death runes, air runes, fire runes, law runes, bronze/steel/mith/addy/rune arrows, super potions, and anything that's not junk rune or a magic longbow.
Pkers aren't the #1 client users? I've played roughly 20 private servers over the past 10 years, and a server without regular pkers is effectively a dead server 100% of the time. You want to play alone and high alch all those bows by yourself? Something tells me the admins here won't be too pumped if that's what plays out.

Fresh start - Well, hate to break it to everyone but there's two other big servers out there right now that are very populated during peak hours and people are content with there accounts. Therefore why would ANY of them come over to RSCE for the 5th time to train, only to have it all taken from them for the 6th time...? Just like what happened with unity, no one was told it would close and look where you are all now, asking for another restart... - Even if the rates are "amazing" for the first week, does that mean people are going to play? No, it doesn't. I would know as I did train on unity the first week, everyone was pumped and the population quickly declined once the exp rate went away and rares were dropped, stupid idea I know. - Also, as already mentioned in here by a few others the problem lies within skiller vs pker. I'm going to be bias and tell you straight up that if there is no pkers, then there is no "server". Yes there will be stakers and yes you can still skill as you wish, but... are you seriously going to high alch everything, sit in edge, and stake pixels away? This should be called "stakescape" if that's the case & make a skill for 99 edge sitting. Why on earth would anyone make a pure or a flat just so they could sit in edge? Makes no sense. Since were on this topic, there's also the fact that without pkers who are you going to sell your shit too & be realistic with that question, because you can't high alch everything and make bank $. - Plenty of other facts that can be said about this subject, but I'm just touching base with what's been already said.
v1/v2 transfers - we did the grind and we did the time, you're all lucky that you got to train on such good exp rates. For those who played on v1 or v2, you know the rates were never the same and fluctuated a lot during the last 7 years. We also have x100000 amount of accounts in comparison too unity. So why on earth would you transfer from a server with far less accounts and achievements? These transfers if done right will boost this servers activity more than any of you have seen. I can already name a few popular pkers who would come back for there accounts that they tried so hard to make, especially 99 prayer builds.
There's pro and cons to everything, regardless of how this vote goes down and it's clearly in favor of a fresh start. If that's the case, I wish you and anyone who plays here good luck and have fun when the server restarts for a 6th time because of lvl 99 edge sitters.
I vote for v1/v2 transfers with NO ITEMS transferred. Fresh start at this point in timemakes no sense, no need for a "fresh" restart.

This is exactly what we just went through and watched it fail. RSCUnity offered exactly what you just described yet nobody played it. I would log on frequently to see less than 10 people on and most characters were just AFK. RSCUnity offered v1/v2 transfers... How will the results of RSCE be any different if they offer character transfers? How do you know people will actually stay because that's not what happened with Unity? and how do you know people are content with their accounts on other servers? Is there some sort of poll on the forums of these other servers? Note that I'm not disagreeing with you about people being content on other servers, I'm just curious to where you'r getting this information.

I disagree with your reasoning. I won't argue with you about it as there are no facts or tangible evidence, just opinions.
My point: I just watched v1/v2 character transfer with no items fail with RSCUnity. Why would round 2 with RSCE be any different? I have no confidence that transfers are going to help RSCE. I will note that player names are the exception to that. Identities are extremely important which I wont go into.
You need to understand why people were leaving RSCE prior to Unity. You need to understand that the other populated servers had way more custom content, quality of life features, and had the option to play on a mobile device(Android). You haven't addressed this major issue in your break down. You need to understand that character stat transfers is not a solution to keep people playing a server which is the argument you were making. It's important for RSCE to provide a competitive service and the admins know this. They knew this over a year ago. Pyru brought it up on multiple occasions and the new owner of RSCE also knew this, which he outlined in several forum threads. From what has been shared here on the forums, the admins are working on the 3 features I mentioned above that the other servers had and we didn't. The Admins also know that a fresh start is necessary but have to battle with that that decision because everyone threatens to quit.
My advice to the Admins, provide us with bomb ass features and content and people will come.
Keep the skills & combat Keep items Fresh start on cash and rares.
Keeping items would impact economy so much. Some of us had so much shit banked its stupid. If we fresh started cash and keep items, I could alch my 1k r2hs and have like 40m cash on day 1 lol
