Hitpoints Cape = 2x Restore rate for Hitpoints Stat
Prayer Cape = Prayer drain rate is decreased by 50%
Ranged Cape = 25% increase in Hit percentage
Magic Cape = 1 Second decrease in Spell Casting exhaust rate

i would love the 1 sec delay but I am guessing that would be a bitch to write. I love all the others. maybe do +5 for hood +5 for cape or something like that
good idea but definitely tone it down, +5 for att/def/str, hp can stay, ranged +7.5%, magic just increases to not fail instead of being 10 above make it 8 or 9.
I could be wrong on this, but I’ve heard that even at 99 cooking, burning sharks is still a possibility. Perhaps the cooking cape could give a 100% rate on cooking sharks.
@Lorin Currently if you are wearing cooking gauntlets you will no longer burn sharks once you've surpassed cooking level 90!

@Alchy If it is currently possible (unsure) then I am more than confident they will correct it so only those who have reached the 99 stat can equip the cape for the 99 stat they have at that time.
@Others Of course the rates are debatable and subject to adjustment but if i may just explain my reasoning a little bit.. I personally would like to see these capes used in staking but I would especially like to see them used in the wilderness to bring a new dynamic of builds and watch pkers evolve. With greater reward also comes greater risk as the cape itself is 99k. I agree the prayer drain rate reduction is quite extreme but getting 99 prayer is quite an extreme task and for all that benefit you'd definitely see some players sporting them out there! Regarding attack and strength capes.. I would equate them to equipping an amulet and the strength cape should boost the maximum hit by 1. Defense cape would end up 2 armor more than legends cape currently is.
I believe superheat is 100% normally, just iron ore smelting itself isn't, which isn't really content that is used much anyway, especially at higher levels.
