I've tried a few areas now and the NPC's will literally stand next to me for a couple seconds before attacking and some will even walk straight through me. This is most frequent when nearing the 10 min logout timer, but it still happens outside of that far too frequently. And as I was typing the previous sentence I witnessed this happen.

If there was a way to improve NPC attacking aggressiveness, that would be greatly appreciated.
